Description (partial)

Symptom:
Packets are dropped if they are directed to Dedicated Bearer (match TFT Packet Filter) while they are not matching ruledef (HTTP-DEDIC) even if there is another ruledef (IP-ANY) with lower priority in rulebase (tmpl-dedic-postpaid) which should catch that packets.

Conditions:
The problem observed with following steps :
1) HTTP and ICMP traffic goes fine between UE and server (through Default Bearer).
2) PCRF brings up Dedicated Bearer by installing predefined rule which TFT matched the server IP address and the ruledef matched HTTP traffic only.
3) HTTP traffic is still being transferred fine while ICMP traffic is stuck on Cisco ASR5x00.
