Description (partial)

Symptom:
CDRs are stored in hdd even when the CGFs are reachable. No CDRs are sent out.

Conditions:
1) This issue is specific to the ICSR setup with gtpp push-to-active url <> via-context local CLI enabled.
2) This issue happens intermittently when a node-alive request is received from CGF within 10 seconds of becoming active, along with back-to-back SRP switch overs.
