Cisco Bug: CSCuw37880 - Decap Core route MGID not programmed after "clear mfib database loc<>"

Symptom: For a specific VRF, the VRF PIM signaling messages sent from peers to this Decap PE will be forwarded to the selected "Master LC (MLC)". Data plane in the MLC will decap and punt the signaling messages to VRF PIM (control plane). After doing "clear mfib database location <XXX>" on this MLC. Data plane stops punting the VRF PIM signaling messages. As a result, traffic loss can happen on VRF routes. PIM VRF neighbor will be lost eventually. Specific to dual home application, where MVPN traffic is sent to dual ingress PEs, because of this issue, egress LC does not punt the signaling data to PIM. Therefore PIM ASSERT mechanism does not get activated, so both ingress PE routers keep on sending duplicated data to the receiver. Conditions: 1. MVPN PIM GRE is applied. 2. At Decap PE, issuing CLI: " clear mfib database location <XXX> ". 3. This LC <XXX> is the Master LC for the MVPN VRF Table. Using ?show mrib vrf <> tlc? to find the Master LC. 4. There is no outgoing intfs (OLE) for any VRF routes in this LC<XXX>.
