Cisco Bug: CSCuw37826 - Ping loss between Keycard Readers (KR) and 2960X switch

Symptom:
issues with Keycard Readers (KR) connected to 2960X switch. pinging to the KR have a success rate of 53%. Under the interface we can see a high number of symbol errors, the same issue can be seen with the following devices as well:

*Ethernet controller CP220x  from Silicon Labs (https://www.silabs.com/products/interface/ethernetcontrollers/Pages/default.aspx ).
"Chipset" uses tcp/ip stack  from  CMX Micronet TCP/IP Stack Source Release 3.23.

**IP Phone Siemens Gigaset C470IP

***NIC CP2200/1 from Silicon Labs, default 10Mbps auto, ending in 10/Full.

Conditions:
using WS-C2960X-24PS-L HW revision 0x12 or WS-C2960X-24PSQ-L HW revision 0x5

Symbol errors on WS-C2960X-48FPD-L
Hello, when i connect a Siemens Sentron PAC3200 (that is an industrial power sensor device) to a WS-C2960X-48FPD-L switchport, i get about 50% packet loss on that port. The port shows symbol errors. If i connect any other cheap desktop switch/hub between the PAC3200 and the 2960x switch port, then everything works fine, so there is no cabling issue or port defect.
