Description (partial)

The process ip4_mfwd_partner is reloaded on a LC.

1.  A non-birdr route (S,G) is created and installed in the LC first, which has a specific RPF intf, say intf X.

2. When later on apply PIM Bidir configuration, this non-bidir route (S,G) becomes PIM BIDIR parent route, i.e, the route has IF flag set.

3. The original intf X has been removed from this PIM BIDIR route (S,G).

4.  With scale configuration of multicast routes, eventually, there could be a chance for one-time ipv4_mfwd_partner process reload in the LC hosting the intf X.
