Description (partial)

Symptom:
MCT shut on Secondary vpc peer on vpc+ has 20sec of delay in convergence 

Conditions:
1. This is only observed in NX-OS 7.x, NX-OS 6.x is not affected.
2. This is only observed in vPC+ setup; plain vPC with no FabricPath is not affected.
3. This is only observed, if the vPC Peer Link is the only FabricPath link in the setup; as soon as FabricPath links towards a third FabricPath switch are added to both vPC+ peers this issue is no longer seen.
 (This also means that in a typical leaf/spine production network this issue should never be seen.)
