Description (partial)

Symptom:
Plus license is consumed even if static endpoint group assignment is set.

Conditions:
When Static group assignment is set, when endpoint hits an authz policy in which  "endpoint:identity groups" or "endpoints:endpointpolicy" conditions are used in plus license should not be consumed. 
But it seems even though static group assignment is set, endpoint is consuming plus license. 

sometimes, when endpoint attributes were not able to fetch or getting an exception then also we saw that plus license is being consumed.
