Symptom:
An encoding session fails to start with one of the following errors;

PID[3168] TID[3220] StreamID[0] Time[451651.77163] Channel[A] Msg[An encode failed to start: StreamID[1] Channel[A] Code[0x80000017] Msg[connect to Deinterlace failed] Value[-2147220985][0x80040207]

PID[3168] TID[3220] StreamID[0] Time[451757.33289] Channel[A] Msg[An encode failed to start: StreamID[1] Channel[A] Code[0x80000017] Msg[connect to PreProc failed] Value[-2147220985][0x80040207]

Conditions:
* A preset has been configured with H.265 encoding with Profile Main10.
* Deinterlacing and/or Noise Reduction is enabled.
