Description (partial)

Symptom:
--SIP REFER not working on ASR1K CUBE fail-over.

Conditions:
1.Transfer is failing after SSO. New Active CUBE is not passing REFER to other Leg.
2. Below debug log message observed on New ACT CUBE.

3. Please check the Refer-To header with Replaces.
