Description (partial)

Symptom:
Mac address not updated on F1 module when ASA switch over takes place.

Conditions:
It appears that if you configure both CE and FP ports on same ASIC on a F1 module (which is not supported, see 	CSCuq80956), removing mis-configuration does not clear static bit set for the MAC's learned before mis-config was cleared. 
Only way to clear mac's with static bit set is to reload the module.
