Symptom:
Many of the entries listed on the severity configuration page are not only applicable for the "category" listed on the severity config page. They are actually generic alarms which can apply to many different actual device types. (eg. Controller/linkdown severity setting will affect linkup/down events occurring on switches.)

The "Generated by" field on the alarm panel UI actually indicates which process generated the alarm. For example: "Wired Switch" indicates the alarm was generated by a trap, and "NMS" indicates it was generated by a polling job.

Conditions:
PI 2.2, 3.0 both have this same design.
