Symptom:
Option B label not programmed

Conditions:
The issue will arise when the following conditions exist:
Option B label exists with corresponding prefix present in the routing table 
A network change occurs that cause the flap for both option B and corresponding prefix
The prefix update comes before the label update for the option B label
 
Under the above conditions a drop adjacency will be created.
