Description (partial)

Symptom:
Callmanager allows 2-way Logical Parition Policy configuration, which is un-supported feature.  Between a pair of Geolocations and device types, only one policy is going to govern whether the calls are allowed on denied.  Currently, callmanager allows 2 policies... one with allow and another with deny.  Callmanager should not allow such configuration OR it should prompt the user that another configured policy will be removed due to this configuration.

Currently, callmanager retains both policies, but consider only the last one that was configured.

Conditions:
Example Logical partition configuration is as follows

Geolocation1(Border) to Geolocation2(Interior) ALLOW
Geolocaiton2(Interior) to Geolocation1(Border) DENY

With this configuration even the calls from Geolocation1(Border)  to Geolocation2(Interior) would fail.
