Description (partial)

Symptom:
when the peering channels are both discovery and open ,there is not channel force unreach message reported by PD .

Conditions:
when there is uni-directional traffic ,the peering channels , one is initial and open ,the other is discovery and open
if the TC aging out ,the initial and open channel will be changed to discovery and open . When both ot the channels are discovery and open ,there should be a channel force unreach generated by PD and notify PI to delete the channel. but now the message is missed ,the channel cannot be deleted correctly
