Cisco Bug: CSCuw30741 - GW sends UBReq with APN-AMBR=0 if ARP alone changes in MBCmd after HO

Symptom: Cisco PGW sends UBReq with APN-AMBR=0 if ARP alone changes in MBCmd after HO. Conditions: 1) UE is in 3G and makes multi-pdn call anchored at Cisco PGW. 2) UE handoffs both PDN to 4G. APN: X (EBI=5) ; APN= ims (EBI=6). 3) For ims apn, HO CSReq (Indication-IE has OI=1) is sent with APN-AMBR=384kbps + PL=6 + Pre-Vul=enabled;Pre-cap=disabled. CSResp also comes with 384 kbps. PCRF did NOT change the QoS for IMS APN. 4) For 'X' APN, HO CSReq carries APN-AMBR=5824/42000 kbps. CSResp comes with 60/250 Mbps. 5) After HO is successful (CSReq/MBReq is comepleted for both PDN's), MME sends MBCmd with same 384kbps APN-AMBR, but just changing PVI & PCI values. It changes to Pre-Vul=Disabled ; Pre-cap=Enabled 6) Due to this MBCmd, GW triggers CCR-U -CCA-U. but this cca-u doesn't carry APN-AMBR. Only ARP field changes. 7) Once Cisco PGW gets CCA-U, it sends UBReq with "APN-AMBR=0".
