Description (partial)

Symptom:
COA feature is newly added to N7K 3.7. When ISE sends COA containing CTS environment/policy information to N7K, the data is accepted and applied, and N7K sends back COA ACK to ISE. However, the COA ACK is missing several fields which caused ISE to discard it, and mark the COA attempt failed. 

A 3850 sends COA ACK with following fields:

User-Name
NAS-IP-Address
Event-Timestamp
Vendor-Specific
Message-Authenticator

However, a N7K sends COA ACK with only one field:

Message-Authenticator

Conditions:
Running 3.7 version of NXOS
