Cisco Bug: CSCuw29564 - RxSOP APs show 0 neighbors on 5GHz and client 802.11 packets are ignored

Symptom: 3702 APs in a high density deployment can see neighbors on the 2.4 GHz band with strong values but cannot see any neighbors on the 5 GHz band. Additionally, clients intermittently can't connect to APs on the 5 GHz band only, 2.4 GHz works fine and APs showing 0 neighbors could or could not accept clients but mostly not. Clients can see the SSID but can never associate, APs never respond to 802.11 packets. Conditions: Problem description:Around 70-80 APs show 0 neighbors on the 5 GHz radio and clients cannot associate on that band. Hardware:2 HA pairs of 5508 WLCs and 451 3702 APs in a mixture of 3702i, 3702e & 3702p. Software:18.104.22.168 & 22.214.171.124 Troubleshooting performed:Ran multiple run-configs under the WLC analyzer to confirm this. Affected APs change over different periods of time maintaining a steady number of 70-80, tested every 12 hours. Custom RF profiles and RX-SOP is custom set to "High".
