Description (partial)

Symptom:
Unable to load or store template from WAE Live to WAE Design

Conditions:
This only occurs if Live has multiple networks defined.  If only a single
network is being used, which is the default, then this will work.

Design has the ability to fetch or store templates from the archive used
by Live and the Weathermap.  If multiple networks are used in Live, this
feature no longer works.  The primary bug is in the map api - but a better
fix may require changes in the Design UI to choose which network from which
to fetch the template or plan file.  Meaning, it's not just templates which
are incorrect, but it's likely fetching plan files are working only with
the default network.  If so, then fetching the default network template will
be adequate to initially fix this bug, as supporting multiple networks in
Design should be considered a feature and not a bug.


The bug shows itself with errors on fetching or storing templates.  See
screenshots.

For example, using the following api call, against a 6.1 server:
        http://woqlml001:8080/map/api/archive/template?auth-method=basic
Will give the following error:
Invalid template file. Map.TemplatePlanFile={"default":"/opt/cariden/data/mldata/archive/template.pln","cox":"/opt/cariden/data/mldata/archive/template.pln"}
java.lang.RuntimeException: Invalid template file. Map.TemplatePlanFile={"default":"/opt/cariden/data/mldata/archive/template.pln","cox":"/opt/cariden/data/mldata/archive/template.pln"}
        at com.cariden.map.Archive.getTemplate(Archive.java:68)

This is not a problem with Design Archive, but only Live/Map.
