Symptom:

ESA shows in mail logs:
Fri Jun 19 07:28:03 2015 Info: Bounced: DCID 0 MID 83 to RID 0 - Bounced by destination server with response: 5.x.3 - PXE Encryption failure. (Error 102 - The message has an invalid "To" address.) ('000', [])


ESA returns an NDR for each recipient:

The following message to <user@example.com> failed to encrypt and was not delivered.
The reason for the problem:
5.x.3 - PXE Encryption failure. (Error 102 - The message has an invalid "To" address.)

PXE encrypted message with multiple recipients
one or more recipients contain invalid characters
