Description (partial)

Symptom:
DTMF not sent to Cisco Unity Connect for cross server sign in.

Conditions:
Cluster is configured with both Unified Communications Manager and Unified Communications Manager Instant Messaging and Presence servers.  When CallManager queries for the clusterID Pkid  to present in SIP call scenarios ( To-Tag or From-Tag headers) , we might get separate pkids at two different nodes. One Node will get CUCM publisher pkid , while other node might get IMP publisher pkid. 
This causes issue in Refer with replace header call scenario when primary and secondary calls are on different CUCM nodes.
