Description (partial)

Symptom:
Reporter or IPICS HA could fail if there is no sufficient disk space for DB or if the Host having IPICS or Reporter Engines having many VM's with slow speed disks (non SSD)

Conditions:
1. install/configure two servers with IPICS 4.9(2) & UMS along with Reporter Engine pair
2. This issue was noticed if the Host having IPICS or Reporter Engines having many VM's with slow speed disks (non SSD)
3. Enabling HA for IPICS or Reporter might take a long time 20+ minutes and fail at the end with this error "Detected an active UMS HA partner (AKA "Split Brain")"
