Description (partial)

Symptom:
When attempting to upgrade the ACI fabric, you see an error like below:

"current cluster state does not support a firmware upgrade.  Please get all APIC's in the cluster fully fit before proceeding with the firmware upgrade."

Conditions:
You are attempting to perform an upgrade to an ACI fabric, and the total amount of APIC's that are "Full Fit" does not match the Cluster Size Configured.
This is typically because an APIc has been decommissioned or is offline, and the cluster size is still configured to be 3 or more.
