Cisco Bug: CSCuw26535 - AMBR missing in CSRsp to ePDG in LTE to WiFi if AMBR absent in CCA

Symptom: When Handing over from LTE to WiFi, if PCRF notices that the same AMBR value exists for the WiFi technology for the subscriber as when it was in LTE, PCRF does not include QoS/AMBR AVP in CCA to PCEF and expects that ASR should maintain or apply the same AMBR value which was previously applied when at LTE. Conditions: The issue occurs in the following scenario: 1. Subscriber 1 attaches originally in LTE. 2. PCRF determines QoS/AMBR value, and sends it to PCEF. 3. GW enforces this and a session is established. 4. The same subscriber performs the hand over to WiFi. 5. PCEF sends CCR to PCRF indicating ePDG QoS parematers obtained from HSS and waiting for PCRF response. 6. PCRF internal logic and as per specifications, noticess that AMBR values for LTE = WiFi, therefore does not send any QoS/AMBR AVP on CCA back to PCEF, and "expects" GW to apply the same value given for the subscriber when at LTE. 7. GW in turn, assumes that PCRF accepted the requested AMBR values, and applies instead those that came from ePDG in CSReq.
