Description (partial)

Symptom:
Stopped Router Services on Side A,  at that time if we try to make any changes from CCMP we get below error: "Cannot connect to central controller?.

Conditions:
Can't make config changes with Central cntrlr failover from Side A to B

Scenario 1: Router fails over from side A to side B

Router Side B is up, Router side A is down, both sides of Logger are up - configuration changes via CCMP  are NOT allowed.  

You receive a message on CCMP :  Can't make config changes with Central cntrlr failover from Side A to B
You receive a message on  IPCC : Web Admin (create/delete Calltype, agents, DNs)
"Unable to establish database connection for update operations."
