Description (partial)

Symptom:
After PC reboot the video doesn't work in his Jabber for Windows when in deskphone mode. After Jabber restart video starts working.

Conditions:
Jabber works in deskphone control mode and should communicate with deskphone via MSI to work with video calls.
On this PC it takes longer for the MSI service to initialize after PC reboot, so it might not be always ready in time for Jabber to connect.
