Description (partial)

Symptom:
On executing "reboot" from PAM Virtual Machine command line interface, the Virtual Machine hangs during the reboot process. The reboot process can be considered to be consisting of two parts in the following order - 1) shutdown and 2) restart. The VM hangs while entering into the shutdown state with an error message of the form:
"A stop job is running for LSB:  Manages the state of MOS services".

Conditions:
Deploy up a PAM Virtual Machine using OVA. Once all the supervisor services (checked by running 'supervisorctl' on the CLI)  come up and in started state, running a reboot causes the symptoms described in these notes.
