Description (partial)

Symptom:
mLACP does not establish between IOS/IOS-XE and IOS-XR due to TLV interoperability issue. 
IOS/IOS-XE based devices uses TLV 0x405 as initially defined in draft-martini-pwe3-iccp.
IOS-XR based devices uses TLV 0x700 as specified in RFC 7275 (proposed standard). 

Conditions:
IOS/IOS-XE devices interoperating with IOS-XR device.
