Description (partial)

The current behaviour of WLC is to refresh RADIUS/TACACS server IP via 'DNS query' only at specified Timeout period (1-180 days) and WLC does not try to refresh if previously resolved IP is not responding, i.e. RADIUS/TACACS server is dead. 
Proposing an enhancement to trigger a DNS refresh if RADIUS server is not responding (i.e. marked dead). This way this feature can be used for both global DNS-based load balancing as well as HA/DR.
