Cisco Bug: CSCut67851 - MME Encodes CLID Info in CS Service Notification Message, Incorrectly

Symptom: When the MME copies the CLID (Calling Line ID) information from SGs into NAS, it incorrectly inserts an extra header into the value ?, thereby corrupting it. Conditions: In the Paging Request Message to the MME over SGs, the CLID information is conveyedNext. The MME puts this into a CS Service Notification message. When this happens, the MME adds 0x3C08 (2 bytes) to the front of the encoding. This means that the 0x1183 prefix about the Number Type/Plan becomes part of the BCD digits, and thus the CLID sent by the MME is 113819056147028, instead of 19056147028.
