Description (partial)

Symptom:
Whenever the PIM BFD sessions flap on a box, regardless of the lack of impact on the underlying IGP, the VxLAN NVE peers will drop and reform. The PIM BFD session will flap and cause the VxLAN to tear down and then reform.

Conditions:
Configure PIM BFD and Layer 2 VxLAN
