Description (partial)

Symptom:
In a policy-map, 80% BW remaining for cos2_class and 10% BW remaining for  cos3_class, etc.

Correct data allocation happened when there was congestion before the LC reload. It showed cos2_class had 8 times of data to go through than cos3_class. However, after LC reload, it showed cos2_class had the same amount of cos3_class data to go through.

Conditions:
Issue is specific to SPI, when SPI group has 3 or more number of sub-interfaces.
