Description (partial)

Symptom:
Traffic drop in order of few seconds when traffic switches from Restore to new Restore on GMPLS Tunnel.

Conditions:
1. 1+1+R or 1+R GMPLS tunnel is created and traffic is running on Working LSP.
2. For 1+1+R make both Working and Protect paths down. For 1+R make Working Path down. Restore should get signaled and traffic should be up on Restore.
3. Make Restore Path down.
4. New Restore signaling happens on same path as old Restore, resulting in Failure again. It will take couple of seconds to signal a new Restore and Traffic to be up.
