Symptom:
Critical recording errors reported for individual cameras though they continue to stream and record video, and configuring or updating a camera reports an error that the capture driver could not be created.

Conditions:
This can occur over time while recording video with motion or events with VSM 7.6.0.  When activity occurs while a camera's video is being written to a file shorter than the camera's pre-buffer so that the previous video file will contain video for the event, marking the previous video file does not complete an may trigger a recording alert, and over time this can prevent VSM from starting additional recordings.
