SIP Expires Timer override the function of No Answer Ring Duration Timer

Phone A,Phone B,Phone C -> SIP Phone
SIP Expires Timer -> 60 Sec
No Answer Ring Duration (seconds) on Phone B -> 80 Sec
CFNA on Phone B -> Phone C

As all we know
SIP Expires Timer specifies the maximum time that an INVITE message remains valid. If Cisco Unified Communications Manager (Unified CM) has not received an answer before this timer expires, Unified CM terminates the call. Note that if you set this parameter to a value that is lower than another timer in the system, such as the Call Forward No Answer timer, the SIP Expires Timer may expire first causing an unanswered call to terminate .

Observed result:
After 60 Sec the call is getting forwarded .

Expected result:
After 60 sec the call should terminated.
