Description (partial)

Symptom:
When adding an additional person to an active conference, if there is not enough locations bandwidth for CFB, some type of message should display on the phone (like "cannot complete conference").

But when the conference initiator is a 7861/7841/7821 phone, this is what happens.

1) 7800 is in 3 way ad-hoc conference
2) 7800 presses Conference key and dials a 4th phone
3) 4th phone answers and has two-way call with 7800
4) 7800 presses Conference key a second time, and the 7800 returns back to a 3-way conference.  The 4th participant is left on hold, not in the conference.

If setting up the 4th person into the conference fails due to Locations bandwidth, the 7800 should display some type of error like "cannot complete conference," and the consult call between the conference initiator and the 4th participant should remain as a two way call, while the conference should remain on hold.

Conditions:
- Limited locations bandwidth for CFB
