Description (partial)

Symptom:
When there are two 11.0 IM&P clusters that are inter-cluster peers, and at least one cluster has HA enabled, Inter-cluster peer GUI page shows that 'High availability of peer is not enabled', when HA actually is enabled on the IC peer

Conditions:
IM&P nodes from 11.0 version have FQDN as node name and HA is enabled on cluster. If IC peer is added different than FQDN it won't show 'High Availability Server States' correctly on IC GUI page
