Description (partial)

SESSMGR reloads at the time of Cisco SAEGW service stop. The service stop may be due to  PSC card migration, ICSR, manual service stop, etc. This reload will not have impact if sessmgr recovery is available in the system, otherwise call loss will be there.

1.     PGW receives Delete Session Request(DSReq) from MME/SGW for SAEGW call (Issue exists in Cisco SAEGW only)
2.	PGW sends Delete Session Response(DSRsp) to SGW and starts 0 second timer (for delayed de-allocation of CLP)
3.	Before Delete Session Response(DSRsp) is received at SGW or 0 second timer expires, stop service is called.
4.	This CLP does not cleanup during abort processing as SAEGW data with collapsed call exists and Sessmgr reload happens.
