AID errors on the controller for Flexconnect APs

A message similar to the following may appear on the WLC:

*spamApTask0: Sep 18 14:17:34.199: #LWAPP-3-INVALID_AID2: spam_api.c:1625 Association identifier 3 for client 00:11:22:33:44:55 is already in use by 01:23:45:67:89:0a.

Symptom:
Client count mismatch between the AP and the controller for Flexconnect APs

Conditions:
High latency between the AP and the Controller
