Symptom:
Traffic loss and wrong cef fast_pbts and fast_nrldi pointer values during bgp back walk

Conditions:
This can happen in any of the below conditions:
1. tunnel remove/add, LC reload
2. ECMP path change for the IGP prefix. Example from 4 to 2, or from 2 to 4. Note this can happen when a BGP prefix is dependent on IGP prefix that is on pure MPLS TE path end to end.
