Description (partial)

Symptom:
HCM-F tries to add "Default Credential" and the transaction fails as it is already existing in the cucm because it was already provisioned as the credentials were configured under individual applications on HCM-F. This will not get the flow complete and that causes the provisioining of the UC on PCA to fail.

Conditions:
On HCM-F , we should have the SNMP credentials both at Application level as well as under Default Credentials.
