Description (partial)

Symptom:
When the ap moves from one controller to another running the same image, and a test capwap restart is done to make this transition happen, the old interfaces are not completely removed.

Conditions:
AP is part of controller 1,  now controller 2 is provisioned as primary and the test capwap restart command is executed on the AP console. Controller 1 has pushed 5 wlans and the corresponding interfaces exist on AP. Now when the AP moves to controller 2, it gets say 3 wlans and so corresponding interfaces are created. The remaining 2 interfaces that are part of controller 1 remain on the AP.
