Description (partial)

Symptom:
On installing a dynamic rule with same QCI on dedicated bearer along with a predefined rule (having same QCI on charging action but no ARP), the rule installation fails. It is seen that 2 IPCA messages for bearer creation are sent (1 each for predefined and dynamic rule) and after the CPC response is successful for both IPCA, a DPCQ is sent for deletion of one dedicated bearer.

Conditions:
Environment: Configure predefined rule with charging action such that no ARP is defined
Scenario: In CCA-I install both predefined rule and dynamic rule with same QCI on dedicated bearer
Outcome: Only 1 rule is installed whereas both the rules should have installed on the dedicated bearer
