Description (partial)

Symptom:
DTMF digits are not passed they get queued.

Conditions:
Phone 1:SCCP (OOB_RFC)---------MTPReq(SIP ICT)----------------Phone 2:SCCP(OOB)

CUCM Version : 10.5(2)

Press digits from Phone 2 side

cluster1 phone supports both OOB and RFC.
cluster2 phone supports only OOB.
MTP is checked on cluster1 trunk.
Inter cluster call is made and once the phone on cluster2 answers, OOB is negotiated.
Now digits are pressed and they are not reaching  cluster1 since MTP OLC is done  with RFC.
