Enable CDS/HDS fails with error: Synchronized using script configseed failed with exit code (1)

There are various triggers for this condition. This is also seen on systems which have been upgraded from 8.5 to 10.6 and the Database is down.

Also this is seen in Physical to Virtual (P2V) migrations, upgrades to higher versions.

Issue Upgrading UCCX 8.5 SU4 to 10.6.1 - No valid Upgrade Options found
Last week I upgraded my test lab environment from UCCX 8.5 SU2 to 8.5 SU4. This past weekend I did the same for my Production environment. Everything is running well. Now I want to start the upgrade from 8.5 SU4 to 10.6.1. I have the DVD UCSInstall_UCCX_10_6_1_UCOS_10.6.1.10000-39.sgn.iso which I downloaded from Cisco.
