Description (partial)

Symptom:
When upgrading from 1.3 to 1.4, 1.2 to 1.4 and 1.2.1 to 1.4, if the customer has multiple MDM servers after the upgrade, they can make all of them active. At this point, all of the authorization profiles created for the other MDM vendors are associated with the active MDM server that came from 1.3. You can deactivate this MDM server, which is not supposed to be allowed in 1.4

This issue is intermittent. ISE displays the message "unable to create authorization profile message" if you try to edit and save the existing profiles.

Conditions:
When customer upgrades from 1.2 to 1.4, 1.3 to 1.4 or 1.2.1 to 1.4 with Multiple MDM servers from 1.3.
