Description (partial)

Few sessions are hung in HAMGR in a race condition so when we get next PBU for the IMSI which is hung, we will be silently discarding the PBU.

Symptom:
PGw does not respond to PBU from HSGW.

Observed, #sessions at sessmgrs and hamgr has difference.
There are around  ~2450 sessions extra at demux mgr. 
These session could have been stuck at HAMGR.

Conditions:
When this issue happens seems there always be an existing LTE session for the IMSI,
A subscriber connected via LTE and then moved to eHRPD,but the PBU was ignored by PGW
Few sessions are hung in HAMGR in a race condition so when we get next PBU for the IMSI which is hung, we will be silently discarding the PBU.
