Description (partial)

Symptom:
After upgrade to 8.x version, transparent Native FTP connections matching an Identity using "Cookie surrogates" fail through the WSA

Conditions:
Identity is configured for authentication and surrogates are setup like below:
------------------------------------------ 
Authentication Surrogates --> HTTP/HTTPS --> Persistent Cookie/Session Cookie
Authentication Surrogates --> Native FTP --> No Surrogate or IP Address
