Symptom:
The issue was reported after upgrading to 15.2(4)S4:

      queue limit 768 packets
      queue limit 2 packets
      queue limit 2 packets
      queue limit 2 packets
      queue limit 2 packets

cle-priv-10#show policy-map int Serial4/3/2/3:0 output | i queue limit
      queue limit 384 packets
      queue limit 2 packets
      queue limit 2 packets
      queue limit 2 packets
      queue limit 2 packets

A similar condition was found in 15.4(3)S2 that show a queue limit of 4:

      queue limit 4 packets

Conditions:
The issue was observed in 7600 when there were serial related to SPA-1XCHOC12/DS0 and SPA-4XCT3/DS0, which were installed in SIP 200 and SIP 400.
