Cisco Bug: CSCut45344 - Default FP rules in TD2 resulting in wrong priority treatment of packets

Symptom: FP rules in BCM TD2 switch to prioritise some traffic like VLAN4047 are not working. All the traffic goes to queue 7 in BCM switch for traffic from CPU. While traffic from Customer facing ports goes to queue 0. Some of the traffic also lands on queue 9 of fabric port. Conditions: Adding FP rules for Priority traffic in TD2 Switch doesn't hit. This is due to presence of default rules in TD2 which takes precedence over required rules.
