Description (partial)

Symptom:
In case a HO is initiated from WiFi to LTE or vice versa and a dedicated bearer on previous access-tech has more than 15 TFT installed (split TFT scenario) a UBReq is sent from PGW for the extra TFT. If the UBResp for such TFT is delayed and data is sent to dedicated bearer (even for TFT for which CBResp was successful) the data is not passed through.

No statistic increments in this case either on SM or ACS for dropped packets (also no billing is done)

Conditions:
The problem identified by cdets can be seen for single call instance and any type of data traffic.
